The Haryana Urban Development Authority (HUDA) has announced a major reform: possession certificates will now be issued within just 72 hours (3 days). Previously, obtaining a possession certificate involved frequent visits to government offices and often took months. Now, once you submit your application, your official property possession certificate will be delivered within three days. New Services Added Under the Right to Service Act
HUDA has integrated multiple services into the Right to Service Act, ensuring strict timelines and clear accountability:
- The Junior Engineer is designated as the service delivery officer.
- The Sub-Divisional Engineer acts as the First Grievance Redressal Authority.
- The Estate Officer serves as the Second Grievance Redressal Authority.
If any service is not delivered within the stipulated time, citizens now have a direct route to lodge complaints with responsible officials.
Time Limits for Other Property-Related Services
HUDA’s recent notification doesn’t just apply to possession certificates. Timeframes have been set for several essential property services:
- Land Demarcation: To be completed within 4 days of application.
- Drainage Pipeline Connection (DPC): Must be executed within 5 days.
These steps are designed to reduce bureaucratic delays and streamline service delivery for property owners.
Defined Timelines for Basic Infrastructure Services
The Haryana government has extended strict deadlines to cover everyday essential services as well, ensuring faster resolution of common civic issues:
- Water Supply Repairs: To be fixed within 5 days.
- Low Water Pressure Issues: Resolved within 5 days.
- Sewer Blockages or Manhole Issues: Addressed within 5 days.
For road maintenance and infrastructure:
- Pothole repairs must be completed within 10 days.
- Faulty street lights must be fixed within 3 days.
- Gardening and plantation in parks to be done within 7 days.
These measures hold government departments accountable and guarantee quicker responses to citizens’ complaints.

The circular issued by Chief Secretary Anurag Rastogi is expected to bring a much-needed shift in public service delivery. Gone are the days when files gathered dust on desks for months.
