Chandigarh | June 2025 — The Dakshin Haryana Bijli Vitran Nigam (DHBVN) has launched the “Surcharge Waiver Scheme 2025”, offering a golden opportunity for electricity consumers with outstanding dues to clear their balances at a reduced cost. The scheme, which began on May 12, 2025, will remain in effect until November 11, 2025.
This move is aimed at easing the financial burden on defaulting consumers by waiving off hefty surcharges and offering discounts on the principal amount of overdue bills.
Who Is Eligible for the Scheme?
According to Deputy Commissioner Dr. Vivek Bharti, the scheme applies to all consumers who were categorized as defaulters on or before August 31, 2024. This includes households, farmers, commercial entities, and even government institutions with unpaid electricity bills.
10% Discount for Domestic Consumers
Domestic consumers who settle their entire outstanding principal amount in a single payment by the scheme’s deadline will receive a 10% rebate. This is expected to provide significant financial relief and encourage timely bill payments.
Relief for Agricultural Users
The scheme also extends to agricultural power (AP) consumers, allowing them to either make a one-time full payment or clear dues over three billing cycles. Since AP billing cycles span four months, this flexibility gives farmers ample time to comply. Those who pay in full upfront are also entitled to a 10% rebate, and their entire surcharge will be waived.
Installment Option Available — But With Conditions
Consumers opting for installment-based repayment can do so over three active billing cycles, but strict compliance is mandatory. Missing even one installment will result in exclusion from the scheme, and the full surcharge amount will be reinstated.
Government Departments, Panchayats Also Eligible
The surcharge waiver is not limited to residential or private consumers. State PSUs, Gram Panchayats, Municipal Corporations, and other government departments can also benefit, provided they make a lump-sum payment of the outstanding principal amount by the notification date.
Special Provisions for Industrial & Commercial Users
Industrial and commercial electricity users are also included under the scheme. If they make a lump-sum payment of the principal amount and 50% of the surcharge, the remaining 50% surcharge will be waived. However, failing to pay six active billing cycles will lead to disqualification, and the total surcharge will be reapplied.
Adjustment for Incorrect Billing Cases
In cases where billing errors have occurred, consumers will still be allowed to benefit from the scheme after the issue is corrected. DHBVN has issued special instructions to ensure fair adjustments are made and no customer is subjected to undue financial burden.
Scheme Validity and Consumer Advice
The Surcharge Waiver Scheme 2025 will be active for six months, from May 12 to November 11, 2025. Consumers are strongly encouraged to register early and resolve their dues within the timeframe to maximize the available benefits.
