Government to Replace Old Electricity Meters with Prepaid Smart Meters in Offices

In a significant move towards enhancing efficiency in electricity billing and consumption, the government has announced the installation of prepaid smart meters across all government offices. This transition is expected to resolve the recurring issue of pending electricity bill payments and streamline the payment procedure. As part of this initiative, government departments will be entitled to rebates and interest waivers upon making advance payments. This measure will also eliminate the need for power companies to repeatedly follow up on bill payments.

Mandatory Clearance of Outstanding Bills Before Installation

Additional Chief Secretary of Energy, Neeraj Mandloi, along with Principal Secretary of Finance, Manish Rastogi, has issued directives to all government departments, district collectors, commissioners, and other officials. These directives mandate the clearance of all outstanding electricity dues before a smart meter can be installed. Departments will need to present proof of zero dues to be eligible for a new meter. This approach is designed to assist the government in recovering long-standing electricity bill arrears.

Advance Payment Requirement for Smooth Supply

Government offices are required to make an advance payment equivalent to twice the highest electricity bill incurred between April 2023 and March 2024. This advance will ensure uninterrupted electricity supply for a month through the prepaid smart meter system. Key provisions under this scheme include:

  • A special rebate and interest waiver will be granted to offices making advance payments for six months.
  • Even if the balance in the prepaid meter is exhausted, power supply will continue for up to six months, preventing sudden disconnections.

Relief Measures for Domestic and Small Consumers

In addition to government offices, the scheme aims to offer benefits to the general public. Small and domestic electricity consumers may receive up to a 20% discount on power usage during off-peak hours, specifically from 9 AM to 5 PM. Other proposed measures include:

  • Large-scale consumers may also be eligible for discounts and rebates.
  • Smart meters will enable consumers to track their actual power consumption with precision.
  • Issues such as electricity theft and discrepancies in billing will be minimized.

Functionality of the Prepaid Smart Meter System

The prepaid smart meter system is modeled on the working of mobile prepaid recharge plans. The key features of this system are:

  • Consumers will need to recharge their electricity account with a certain amount in advance.
  • Once the prepaid balance is depleted, consumers must recharge immediately to maintain electricity supply.
  • Users can monitor their electricity usage via a smartphone application or an online portal.
  • Power companies will no longer need to conduct manual meter readings, improving transparency and efficiency.

Progress and Future Goals

Currently, out of 1.26 crore household consumers in Madhya Pradesh, smart meters have been installed in approximately 11 lakh homes. The government has set an initial target of installing smart meters in 35 lakh households under the first phase of the rollout. This comprehensive shift aims to build a transparent, efficient, and consumer-friendly power supply system across the state.
